Does Flusher Sprayer 372571-A Rotate when spraying? Does the Camco Tornado come where on can use pex tubing set up for spraying?

The Flusher Sprayer part # 372571-SprayerA that you mentioned does not rotate. it has a fixed head designed to spray water jets in multiple directions to dislodge any remaining stuff that may be in the tank.
The Camco Tornado 360-Degree RV Holding Tank Rinser part # CAM40126 is designed to install in a similar fashion but as you can see in the video below it has a standard hose type fitting on it and includes all of the necessary hardware and bracket to get it installed in such a way it is convenient to use.
Of the options out there the tornado does a great job and is easy to use.
Another option is a reverse flush like Valterra Hydroflush Reverse Flush Adapter for RV Holding Tanks and Sewer Hoses - 90-Degree part # F02-4110 this will connect at the black water drain valve and force water back up and into the tank. These seem to work best when it is a pretty straight shot from the valve to the tank.
