what is the leveling knob for?

The leveling knob adjusts the components inside so that they are level even if the controller is mounted at an angle. This is so the brake controller can sense deceleration properly and apply the brakes accordingly on the trailer. If not level the control may apply too much or too little power to the trailer brakes.
