If mounted on 2017 4Runner- how much clearance in inches do I need to get in the garage? I have about 81 inches. Standard garage

The best way to find out what kind of clearance is needed is to measure. From the research I did, your 2017 Toyota 4Runner is about 72" tall with factory tires.
The Rhino-Rack Roof Mounted Steel Cargo Basket # RMCB you referenced is 5 1/2" overall in height. So that should put your 4Runner about 77-78" which is right under the 81" opening. But I still recommend that you measure your 4Runner and garage.
