The Thomas Payne Dual Reclining RV Loveseat # 195-021-022-023 that you referenced isn't designed to be bolted or anchored to the floor of an RV. This is the case across the board for all of the Thomas Payne RV furniture, which with its own weight and gravity's help, should have no problem staying put. This question does comes up often enough that we've reached out to Lippert in the past and their thoughts on this is that if you wish, you can certainly anchor your Thomas Payne furniture to your RV's floor. That being said, there aren't any specific instructions supplied by Lippert to do so.
So, most people that go this route, make use of the pre-drilled holes in the frame. Each piece of furniture is different, so you'll need to inspect the underside of the loveseat as well as source the mounting hardware (bolts or screws) locally. Make sure that the recliner can fully operate and that the hardware does not interfere with its operation before permanently securing it to the floor.
