Question:
Curt C11486 vs. Draw-Tite 24963 for a 2019 Hyundai Ioniq. Why does the Curt hitch recommend the use of a stabilizer strap while the Draw-Tite does not? Is the stabilizer strap really necessary on the Curt with a 2 bike rack? Would it be a good idea to use one on the Draw-Tite even though it is not recommended?

Curt actually stopped requiring the stabilizer straps with their hitches like the # C11486 which fits your 2019 Hyundai Ioniq when using it with a non-supported load like a bike rack. You'd be totally fine to carry a 2 bike rack like the Thule T2 Pro XTR part # TH23JV without using the strap # 18050! I personally wouldn't use a strap as a precaution either since it's a metal claw that would be attaching to the painted truck of your vehicle.
I attached an install video and install picture for this hitch on a similar Ioniq as yours for you to check out as well.
