I need to install a mobility scooter carrier on a 2017 Nisan Altima. I don’t have a hitch yet but I don’t know if this will even work since I believe I need to get a class 1 hitch and I cannot find a carrier that is compatible with a class 1. Is this going to be even possible?

You seem to already have an inkling of what you're going to run into.
Because of the limited tongue weight capacity of a Class I hitch such as the Curt # C11352, the carrier used plus the scooter itself could not weigh more than 200 lbs. We don't offer any scooter carriers compatible with a Class I hitch, but there might be some out there. There are adapters that allow use of a 2 inch accessory in a class I hitch, but using those adapters lowers the hitch capacity by half to 100 lbs.
What most folks end up doing in this situation is either use a different tow vehicle or a small trailer like # K2MMT4X6. If you decide to go the trailer route, you'll also need a wiring harness for the vehicle and a ball mount and a trailer ball.
For the wiring harness, use # 118731, for the ball mount you'd need part # 3594 and for a 1-7/8 trailer ball use # 19256 or # 18258 for 2 inch.
