Correct Tonneau Cover for Installing Pace Edwards EL200 Ladder Rack on 2017 Tacoma

The Pace Edwards EL200 Ladder Rack # 311-ELF0301 that you referenced is designed specifically to mount to rails/channels that the Pace Edwards UltraGroove Tonneau Covers provide. It actually doesn't attach to the bed itself at all, and it will only work with these model tonneau covers.
If you want to go with this combination (which is a great choice), you will need the UltraGroove Tonneau # 311-KMTA10A38 if your Tacoma has the 5 foot bed or # 311-KRTA09A37 if you have the 6 foot bed. The uprights from the EL200 Ladder Rack will secure to the cover's utility rails, and can indeed be adjusted along the length of the bed to account for different sized loads.
