According to the instructions for the 750 Amp Peak Performance Jump Starter # PKC0J7, when the reading displays "FL" that means it is full (or 99% there and needs to charge a little longer).

If you are thinking that it didn't charge long enough then it may have simply just not needed to charge as long. This instructions for this unit state that the typical charge time is anywhere between 18 - 24 hours so if you had it plugged in that long and it is showing FL then I'd say it is full.

If you start having issues with it please let me know and I can help you troubleshoot further.

All functions of the Peak Jump Starter should be turned OFF when charging the unit.
