Will the legs or l brackets for the mounting holes come off and turn around so the bolt holes are inward instead of outward? If so what is the bolt hole to hole distance

I do have another option for you, but the only way to mount the The Claw Fork Mount Bike Carrier # S64700 is on 5-1/4 mounting hole centers. The ends of the center barrel are not removable. Also, there is not enough space to allow for the brackets to face one another on the inside.
A similar fork mount bike carrier that also works with 9mm bike axles is the Hollywood Racks Truck Bed Bike Carrier # HRT970, which mounts on 3" centers instead, as shown in the attached photo.
