Can a fulton hinge safely be installed so that the tounge flips up vs folding to the side? If so is there a suitable option for an a-frame trailer with a 2x3 tube tounge to have 2 Fulton hinges, so that it can flip up out of the way?

I do have an option for you but you cannot use a fold-away kit and install it so that the tongue flips up. The reason for this is that the downward pressure the trailer has would be too much force for a fold-away kit to handle while installed in the above manor. The only option you have if you need to reduce the overall length of the trailer is to use a fold-away kit and swing the tongue to the side. The Fulton Fold-Away Coupler Hinge Kit part # FHDPB230101 or part # FHDPW230300 is the correct kit for you.
