The tonneau cover that I recommend for your 2019 Ford F-150 Raptor is the PowertraxPRO XR Hard Tonneau Cover part # RTT-90373. The PowertraxPRO XR has two really great features that allow it to stand out from the competition, a power retracting cover that can be set and locked at different points along the bed rails and integrated tracks so you can haul items without sacrificing bed space.

The PowertraxPRO XR is constructed of several aluminium top panels for extreme durability but there is also a sightly more cost effective option with polycarbonate panels, the PowertraxONE XR Hard Tonneau Cover part # RTT-70373. In order to utilize the tracks you will also need the Rhino-Rack Vortex Crossbar System for Retrax XR part # RRVA180B-RRRLT600.

For a bed mat, the BedTred Impact Truck Bed Mat part # IMQ15SCS which covers the entire truck bed floor is my recommendation. This option has super thick and durable 3/4" thermoplastic which can be easily cleaned with a garden hose and it will protect your bed from being damaged. The PowertraxPRO and PowertraxONE both have weather stripping to keep out water so you can keep your items on the bed mat dry.

The integrated tailgate extender won't pose any issues for the above items but you will need to cut out the holes for the pegs that the extender uses to secure. If you have a factory drop-in bed liner that will need to be removed.

I think I have decided against a power tonneau Cover. What do you recommend for a non-power cover that has the tracks for accessories over the top of the bed cover? I like the durability of the aluminum one you described.
