Will this part work with a Thule track? If not, can you recommend a tall leg that would work with the Thule track?

Rhino-Rack track-mounted accessories do indeed work with Thule tracks so you can use the Track Adapters # RTRL that you referenced without issue. This will allow you to use taller gutter mount legs like the 11" Rhino-Rack # RL280S4 on your Thule tracks.
