What do you recommend for a hitch mounted mud flap for a 2019 F-350 with a 3inch hitch?

I wish we had something at this time that I could recommend for you, but we do not have any mudflap systems that attach to 3 inch hitch ball mounts.
Best option is a set of mudflaps that are designed to attach to the rear fenders of your 2019 Ford F-350 dually directly like the WeatherTech part # WT120074.
