Can I buy the tie-down nuts and spacers only, for the yakima Rocketbox?

If the knob you are referring to is the red one atop the Replacement Mounting Hardware for Yakima RocketBox part # Y8870097 then no, Yakima does not offer this nor the spacer separately therefore you will have to replace the entire mounting clamp unfortunately.
If the above is not the part that you were referring to then please send a photo to help clarify what you need.
