The height setting you'll need to use when installing the Curt A16 head part # C16520 that you referenced is going to be based on what your trailer needs to sit level. The height of the head is adjustable as well as how the pin box attaches to the trailer which gives you flexibility to have your trailer sit as level as possible which gives you the best towing experience.
The other thing you'll need to consider is that you'll need to have at least 6 inches between the overhang of the trailer and the bed rails of it. So you'll want to go with the setting that allows the trailer to sit level and also gives you at least 6 inches of clearance between the bed rails and the overhang of the trailer.
