Can I install a seven way trailer harness without a break controller just to be in position for future use if I want to get a brake controller later? And then get an adapter to use as a four-way for now?

Yes, you can install a 7-way without also installing a brake controller. Basically you have all of the trailer light functions covered and then later when you add a brake controller the trailer brakes would then be functional.
Then for an adapter to convert the 7-way to a 4-way you'd only need the part # HM47365 and you'd be set.
