I wanted to confirm that this adapter will be compatible with my 2019 Toyota Tacoma and Yakima Hold Up bike rack. Will the 11” adapter provide enough space between the tailgate and the rack in both the up and down positions. If not, what other adapter would you recommend? Thank you in advance.

The MaxxTow Hitch Adapter # MT70033 will fit your 2-inch hitch receiver and provide a 1-1/4-inch opening to accept the Yakima HoldUp 2 Bike Rack # Y02445 which fits 1-1/4-inch hitches, however, Yakima specifically warns against using these adapters with their racks.
Another option is a different hitch bike rack that provides enough clearance. You can refer to the linked article to see how to measure your hitch clearance to allow selection of a rack that will fit well. For example, the Hollywood Racks Trail Rider # HR200Z fits both 1-1/4-inch and 2-inch hitches and it provides 12-1/8-inches of clearance when folded.
