I have a Yakima holdup bike rack tray assembly. I’m looking to buy the necessary parts to make it a complete bike rack. I want it to be a 1-1/4 inch rack. Do I need to just buy the spine assembly or the tongue assembly as well?

If you already have one of the wheel assemblies you will need other parts, including the other wheel assembly as well as the spine assembly and tongue assembly, which is packaged together.
So you will need both the Front Wheel Assembly for Yakima HoldUp Bike Carriers # 8890280, Rear Wheel Assembly for Yakima HoldUp Bike Carriers # 8890281 and Replacement Spine for Yakima HoldUp 2 Bike Rack for 1-1/4" Hitches # Y8890278 which says "Spine" but is actually the spine assembly and tongue assembly in one.
