If the hitch is mounted closer to the shaft does the wieght rating increase? If this part is mounted in the 5 row hole position would it handle 10,000 lbs instead of 8,000?

The capacity of the Pintle Hook Mount, # 63058, is 8,000 pounds maximum no matter how it is mounted. Any more weight on it than that could cause the unit to fail and would void the warranty.
We have a cushioned mount with 10 holes rated for 10,000 pounds, # AMPC3. I have included a link to a video review for you. There is also a 7-1/2 inch tall Tow Ready model, # 63059, rated for 12,000 pounds. These 2 options are going to get you the closest to the height of the 8K model with the capacity you need.
