The vehicle is a 2018 Mitsubishi Outlander with flush roof rails. For this vehicle your site offers the Thule Aeroblade Edge in two different packages, one with parts TH7602-TH7603, and a different package with those parts plus the fit kit THKIT4030. My question is, Is the fit kit a requirement for installing the Aeroblade Edge on my vehicle? And if so, then why is a package sold without the fit kit? This shopper is confused...

To install the Thule Aeroblade Edge Roof Rack part # TH7602-TH7603 to any vehicle, including your 2018 Mitsubishi Outlander, a fit kit is required. I apologize for any confusion on that but you'd need the fit part # THKIT3128 that you referenced as well. I tried to find on our site where it was listed without a fit kit but was not able to, but with just those two part numbers you'd be set!
