The Curt Trailer Hitch Receiver part # C13416 which is a fit for your 2019 Toyota RAV4 does come with all the hardware that you will need for instillation. I have attached an install photo of the trailer hitch for you as well. I also recommend you use the Curt Rubber Tube Cover part # C22272 to keep the inside of the receiver tube protected while not in use.
