Physically, yes, you can use a 1-1/4 inch to 2 inch adapter, like # 80303, in your ATV receiver. But, there are a couple of things you will need to be aware of.
First, you will need to check to make sure that the receiver on the ATV has at least 2 inches of space from the center of the hitch pin hole back away from the receiver opening. If it has a closed back or something in the way and the obstruction is less than 2 inches from the hitch pin hole center, this adapter will not fit.
Second, the use of an adapter will reduce the tongue weight capacity of the hitch by 50 percent. Straight line pull should not be nearly as negatively as affected provided you stay within the limits of the hitch or ATV whichever is lowest. I have included a link to a video review of the adapter for you.
