Bowen was a vintage water heater brand that Atwood at one point was partnered with. Some water heaters were labeled Atwood/Bowen. There is a possibility that an Atwood replacement part would fit your water heater but without knowing which model it's hard to say. The regulator part number # 91602 that you referenced fits the following water heaters:

Gas only models: AT94180, AT94191, AT96110, AT96121, or AT96136
Gas and electric models: AT94022, AT94023, AT94186, AT96117, AT96161SU, or AT96163
