It should not be a problem for you to upgrade to 14 inch radial tire from a 13 inch Bias tire on your boat trailer. Your photo shows 5 bolts so you most likely have a 5 on 4 1/2 bolt pattern.
I recommend a Castle Rock ST205/75R14 Radial Tire w/ 14" Condor Aluminum Wheel - 5 on 4-1/2 - LR C - Gunmetal # LH84VR. The tire is a load range C and can handle up to 1,760 Lbs at 50 PSI. These Castle Rock tires also have a maximum speed rating of 75 MPH. Since you have a boat trailer, the wheels are aluminum to prevent rust after being exposed to salt water. I have attached a video for your reference.
The only thing to take into consideration is if you have the space to upgrade. Your current tire size ST175/80D13 is normally 24 inches in diameter and has a section width of 6.6 inches. Most of the ST205/75R14 14 inch radial tires we carry are 26 inches in diameter and have a section width of 8.1 inches. It is recommended to have at least 3 inches of clearance between the tire and inside of the fender and at least 1 to 2 inches between the tire side all and any part of trailer.
