Question:
If a furnace is not in the RV can the two blue wires be connected together to complete the circuit so it produces heat?

The blue wires for the Atwood Air Command Rooftop RV Air Conditioner w/ Heat Pump # AT15028-22 actually connect to the thermostat as you can see from the attached picture. Since this unit has an integrated heat pump it will pull in warm air from outside with temperatures down to 45 F but you won't have an actual heating function.
For you to have a heating function on your RV you would need to add a furnace. Let me know if this is something you are wanting to do and I can help you figure out what would best suite your needs
