Question:

Control flashes e1 all the time even with a trailer connected, trailer brakes work with the foot pedal but not when slide manually

There is no "E1" error code on the Draw-Tite Activator IV Trailer Brake Controller part # 5504 but there is however an "Er" error code. If this is what you have then the brake controller would need to be replaced as there is an internal short. There is a troubleshooting chart in the manual which I have attached for you that shows what all the codes mean for future reference.

For replacement, I recommend using the Tekonsha Primus IQ Trailer Brake Controller part # TK90160 which is a proportional brake controller that will automatically adjust braking based on the deceleration of the tow vehicle. The Primus IQ also has adjustable boost settings and comes with a lifetime warranty. It will install using the same harness you have now so no wiring is needed.
