Question:
I only have side rails - and when I follow instructions the extra strap material flaps in the wind and the bag slides all around. Can you advise?

According to Thule, when mounting the Thule Interstate Rooftop Cargo Bag part # TH869 on a vehicle with raised side rails you will need use the side anchoring rings and position the bag so that at least one set of rings is forward of side rail center support post (see photo). If you have already done this then I would put more tension on the side straps for a tighter fit. Thule also recommends that you wrap any excess strap around the luggage rack and then secured (tie-off).
If you still continue to have issues with the bag sliding around then your next best option would be to acquire the Non-Skid Roof Protection Pad part # RL100650 which helps to prevent the bag from sliding and protects the vehicle's roof.
