With these adapters attaching to where the D-ring is, where do the safety cables attach?

That is an excellent question!
Since you will be using your D-Rings for the Blue Ox Off-Road Adapters # BX88296 you will need to find a place on your frame that you can connect the safety cables to. One possible option would be to use RoadMaster 12" Safety Cable Extensions # RM-910648-12 to loop around your frame and then connect the safety cables to these.
I confirmed that this would be okay with my contact at Blue Ox.
