Does this faucet swivel on its base as the brushed nickel unit and can you install a water filter on the end of the faucet?

Yes, the spout on the Phoenix Faucets 8" Single Handle RV Kitchen Faucet part # PF231321 does indeed swivel for use with double bowl sinks. The aerator on the end can be removed to flush the lines so I don't see any reason why you could not install a filter so long as the threads match which they should.
