The Rhino-Rack Conduit Endcaps - Lockable # RRLSE100 is a fit for PVC pipe with a 4-5/16 inch outer diameter. This is typically referred to at 4 inch at most hardware stores because they reference the inside diameter or bore of the pipe.

If using multiples, you may also want the Rhino-Rack Masterkey Lock Barrels - Keyed Alike # RRRK001-2 or # RRRK001-4 if you want 4 locks keyed alike.
