How Many Bolts Hold Each Side of the Draw Tite Hitch for 2012 Hyundai Accent to the Vehicle

Question:
I notice from a couple of the customer uploaded images that there is only one bolt installed beside the exhaust, even though there are two mounting holes on the hitch on that side. Will the hitch still work properly if the second bolt is not present on that side?

It does seem odd that there are two mounting holes on the flange for the trailer hitch # 24884 but only one get used, but I checked with Draw Tite and the install instructions and this is the correct way to install the hitch.
