The correct trailer wiring harness for your 2007 Lexus RX-350 is the Tow Ready Custom Fit Vehicle Wiring, part # 118478. I would begin by making sure there is power going into the converter box by using a circuit tester, like part # PTW2993. Then, make sure power is coming out of the converter, if power is not coming out of the converter, it is possible that the unit is bad and would need to be replaced.
I would also inspect the wiring going to the battery and make sure that you have a good connection to the positive battery terminal.
I have linked instructions for the Tow Ready Custom Fit Vehicle Wiring, part # 118478.
