The frames and designs of the 1999 Isuzu Hombre and 2001 Chevy Blazer are different enough that the same trailer hitch will not fit both vehicles. You will need a new hitch for your 2001 Chevy Blazer.
For a Draw-Tite hitch that is confirmed to fit I recommend the Class III Max Frame Round Tube Receiver Hitch # 75079. This custom hitch will use existing holes in the Blazer's frame for a no-drill installation. It will provide you with a 2 inch receiver opening and it has a 3,500 pound towing weight capacity.
