Question:
Can the 3” spigot end be installed directly into the black tank? Is the O.D. The correct size?

The outer diameter (O.D.) of the end opposite the flange on the Valterra RV Sewer Elbow part # T1035-2 measures 3-7/16" therefore if the inner diameter (I.D.) of the outlet on your black water tank is 3-7/16" then it will work for you. If not you would need to purchase an adapter at your local plumbing store. In order to attach the pipes I recommend using the Valterra ABS Solvent Cement part # A05-0303.
