does any one make a 3 stair rv step with a 22 1/5 width mounting bracket?

Although there is not a step with a mounting bracket of that width there may be a solution for you.
I recommend checking out the SolidStep Manual Fold-Down Steps # LC791572. This is a triple step that will fit a RV doorway which is 26" - 29-7/8"" wide and has a threshold that is between 27" and 36" from the ground. It's mounting bracket is 22-1/2" wide x 10-1/2" tall x 6" deep.
