Question:
I have four 10 gallon water tanks Ill be installing. The ThermaHeat 18-1/4inch x 12inch seems to be overkill for each 10 gallon tank. My question is if the ThermaHeat 13inch x 3inch Elbow Heater Pad will work and keep a 10 gallon water tank from freezing. Or would I need to buy two 13inch x 3inch pad for each tank. Thank you.

Since a 10 gallon tank is not very large the 13 inch elbow heater pad # 277-000161 could be sufficient. Although if the tanks are all right next to each other you might be able to use a total of 2 of the 25 inch by 7-1/4 inch heaters # 277-000163.
Two of the 25 inch models will draw about 11.6 amps at 13.5 volts compared to 2-1/2 amps from 4 of # 277-000161. In short the 25 inch models are larger and draw more power and thus should also provide more heat when properly installed.
