Can the factory Tie-Down cleats be reinstalled over the BAK brackets required for aluminum rail installation even if longer bolts are used?

I would be surprised if you couldn't reinstall the tie down cleats of your 2019 Honda Ridgeline after installing the BAK Revolver X4 Hard Tonneau Cover # BAK79602. I attached pictures that show the brackets of the rail as well as the cleat and worst case scenario you could install the cleat upside down.
