Is it ok to use this with a panoramic sunroof? I have side rails but not crossbars. Would this bag even work with crossbars anyway?

The Rightline Gear Sport 3 Rooftop Cargo Bag # RL100S30 will work with roof rack crossbars; if you take a look at the linked manual you will see the instructions for doing so on a roof rack.
You should not use a rooftop cargo bag just on the panoramic sunroof of your 2016 Nissan Rogue, however; instead, you will need to add a roof rack and the best option is going to be from Yakima. This roof rack will be made up of two parts, the CoreBar Crossbars # Y00421 and Timberline Towers # Y33TR.
This rack will fit your Rogue though you would not be able to open your panoramic sunroof with the rack on; you would need to remove it before doing so. I do recommend using Yakima Lock Cores # Y07204 in order to lock this rack and protect your investment.
