Question:
I have 3 kids ages 13, 11 and 9. Each kid has one bike and one Razor scooter. Can this rack fit 3 bikes and 3 Razors all facing the same direction i.e.. only one side of the rack is exposed for use?

Yes, you could fit 3 bikes and 3 scooters in the 6 Bike Floor Stand # S64019 on just one side if you wanted. That would fit pretty easily actually.
