You definitely can use a cargo basket, like the Thule Canyon # TH859XT with the Rola Haul-Your-Might T3 # 59799 on your 2017 Toyota Tacoma. Since the ladder rack is adjustable along the inside of your Tacoma you just have to position the crossbars at the appropriate length. The crossbar spread required for this roof basket is between 20" and 37".
