I’m wanting a rear bike tire holder mounting block to pair with a bike fork mount truck bed rack. In other words a way to secure the rear wheel of a bike like a fork mount does. Thanks.

It sounds like you are using a fork-mount bike carrier like the RockyMounts LoBall # RKY1097 and you want a method to secure the rear tire at the same time. We do not have any such item but you have certainly pointed to a need in the market!
One idea I can offer is to use a replacement wheel holder from another bike carrier, such as # 8523598001, # HRSPRWHR-F-HD or # 7521682001. Naturally you would have to use some of your own ingenuity for the installation. All such items are displayed on the linked page.
