You can absolutely install a roof rack system on your 2016 Jeep Cherokee that does not feature the factory side rails. For the completely naked roof on your Cherokee, I recommend looking at the Rhino Rack Vortex Roof Rack System. This system consists of # RRVA137B-2 for the two 54 inch Vortex Aero Crossbars, # RRRLKVA for the 2500 Series Legs, and # DK398 for the Custom DK Fit Kit. This will give you everything you need to install a complete, aerodynamic roof rack on your Jeep Cherokee. The crossbars on this system have a weight capacity of 165 pounds.
I have attached a short video demonstration on this roof rack that you can take a look at, along with the written installation instructions.
Then, the Thule Canyon XT Roof Cargo Basket # TH859XT that you were looking at will work great with this roof rack and your Jeep Cherokee. The basket measures 49 inches long, 40 inches wide, 6 inches tall and includes fairing and a low-profile shape to reduce drag and wind noise. You can add the Load Strap Cinch Straps # TH523 to secure your cargo to the basket.
I have included a video demonstration on this basket that you can also check out.
