Is it possible for the Installation Kit for a Remove A Ball hitch to be swapped from a 1996 Chevy 2500 to a 2000 Chevy 2500? Is there a conversion kit if it is not compatible as is or would I need to purchase a new installation kit?

Actually it depends on one key factor. The issue is that 2000 was a split model year for Chevy trucks. There were both C/K series and Silverados. Where people get confused is when they have a C/K series with the Silverado trim because up until the 2000 model year Silverado was just a trim package.
So if you have a C/K series with the Silverado trim then the installation kit, # 4440, for the 1996 C/K 2500 will also fit the 2000 C/K.
But if you have an actual Silverado and not a C/K then it will require a different installation kit:
Short bed, # 4454
Long bed, # 4434
But on the long bed the hitch head is different too and you would need # 8339 instead of # 6300.
