I am considering buying the rear hitch Draw-Tite Class I Sport Frame Receiver Hitch - for a 2015 Kia Soul, item 24915, and the 19x47 Curt Cargo Carrier Item # C18110. Does the extension depth of the carrier pass legal maximum depth in all states?

The Draw-Tite Sportframe Trailer Hitch Receiver part # 24915 and the Curt Cargo Carrier part # C18110 are both excellent options for your 2015 Kia Soul. The depth of extension that the cargo carrier has which is about 30" from the center of the hitch pin hole on the vehicle will be legal in all 50 states. In order to keep the carrier visible to others on the road at night you may also want to add a few reflectors with part # RE10RB.
