Not all, but some Class II hitches are not made for weight distribution. However, Class III can help. Class II with 1.25 receiver is not made for weight distribution. Class II with 2 inch receiver is made for weight distribution. I do need a Class III hitch with weight distribution for my 2013 Chevrolet, if I ever go back to The States. That way, 200 pound tongue can be distributed from front and rear at 50. Keeping my 2013 Chevrolet more level and better handling. I did lose some braking power on Tolt Hill Road approaching Route 202 in King County, Washington. Front tires lost traction. I had control, but braking distance was increased, due to loss of traction on front wheels, due to a heavy trailer and heavy trailer tongue of 154 pounds. I was coming back from San Bernardino County, California and was just arriving to King County, Washington!

I do have options that will help to distribute weight on your 2013 Chevrolet Impala while towing a trailer but the only trailer hitches they make for your vehicle are Class II with a 1-1/4" trailer hitch receiver like part # 36407 or part # C12252. Unfortunately, neither of the above hitches are rated for use with a weight distribution system. You will also want to check your vehicle's owner's manual for towing capacities.
To help distribute the weight of your trailer I recommend using the Coil SumoSprings Custom Helper Springs part # CSS-1195R. The SumoSprings will reduce the amount of sag that is applied to your vehicle from the trailer which will in turn increase traction and braking power. They are very easy to install and are also maintenance free. This is currently the only option I have for you at this time.
