Will this hitch fit on a 2008 Seabring convertible. I dont intend to tow with it, only to add a cargo platform.

I would recommend going with the Draw-Tite Trailer Hitch, # 24871, for your 2008 Sebring Convertible, see included instructions.
For a cargo carrier I would recommend the Curt Cargo Carrier, item # C18145, which is a 17 by 46 inch carrier that fits a 1-1/4 inch hitch receiver. I've attached a video of this carrier for you.
If you would like to complete a towing setup you can use the T-One Wiring Harness, item # 118444, and a properly sized ball mount and hitch ball. If your trailer has a 2 inch coupler, use the 2 inch hitch ball # 19258, if it has a 1-7/8 inch coupler use the 1-7/8 inch hitch ball # 19256.
The Draw-Tite Trailer Hitch # 36448 will only fit on the Sedan models of the 2008 Chrysler Sebring.
