Hi, I have a 2009 Prius touring and would like to tow a small utility trailer as well as a scooter carrier into hitch. Scooter weighs around 200lbs dry and the carrier that came with it seems to be about 50lbs or so. It’s steel not aluminum. Would that be too much tongue weight? I guess towing the scooter with the small utility trailer a better option?

The only way you'd be able to transport a small scooter with a Prius like your 2009 model is with a hitch and small trailer. The vehicle is not designed for carrying 250 lbs vertically at the rear.
For a hitch you'd want the Draw Tite part # 24808, for a ball mount # 3593, for trailer wiring # 118505, and then for a hitch ball # 19256.
