Does the Receiver Come Out Below the Bumper on a Draw-Tite Front Hitch # 65028 on a 2006 GMC Sierra

Question:
My front bumper has the 3 inch driving lights from the factory. Theres a black piece of plastic about 5 inches tall behind the license plate that Ive took off and now have an open area. This open area is about 1 inch lower than the frame rails. Will the hitch go under the plastic bumper or through the opening?

I checked out the installation instructions for this Draw-Tite Front Mount Trailer Hitch # 65028 and it will bolt to the bottom of the frame rail. The hitch opening will come out below the bumper and not through the opening behind your license plate.
