The first thing I would do is adjust the braking power down to the point that the brakes stop locking up when you hit the brakes. You will do that by pressing the button with the minus sign on it until the brakes stop locking up. I attached installation instructions for this product for you to check out.
If you have already done that then you might have an issue with the brake shoes on your trailer.
For that you will want to check the adjustment of your trailer brakes. It sounds like the brake shoes are adjusted too far out. When you are applying the brakes with the sensitivity setting at its lowest setting, it is still sending a little current to the brakes and if the brake shoes are too far out they might be locking up.
The best way to adjust the brakes on your trailer is to back off the brake shoes until there is no drag on the drums at all and then tighten them up until you get a slight, even drag on the drum.
I am sending a video link that will show adjusting trailer brakes. It starts at the 4:40 time of the video.
