Will the 2017 programmed chip etc end the Necessity for using deisel exhaust fluid. Vehicle is 2017 Chev Silverado HD 2500.

If your 2017 Chevy Silverado with a diesel engine requires the diesel fuel additive which acts as a lubricant you'd still need it after installing a programmer like the # EP85300 that you referenced.
A programmer does not have the ability to allow a vehicle to no longer need additional lubrication through the fuel system.
